for ahmedabad  3 stage cut off will be 54 to 57 % . suppose  in ahmedabad highest % is 86%. between 70 to 86 % upto 400 to 500 candidate lies and between 55 to 70 %  3500 candidate lies  so  320+ 3848(481*8)=4000 approx . this is a guess from my point of view
