Let think about a situation Topper selectd his first preference Track machine ( A3 medical standard) but he failed in A3 now his 2nd preference is design (C1), in design there's already sufficient candidate for the post with C1 standard but design guys have less marks then topper (obviously)in this situation a design guy will replace by topper or not ???
