Scenario : Election 2017 UP
100 people who are above 18, can vote.
10 are government officials posted outside their hometown, can't vote since all are engaged in election duty, I am taking all government officals, center and state and bank employees.
10 are housewives who won't go out to vote that day.
5-10 are adults between 18-24 studying not in their hometown.
5-10 are adults, aged 24 and above working in UP, but not in their hometwon/ working outside UP.
10 adults whose votes are confirmed, for example congress in amethi , SP in saifai, you get what I mean.
10 adults who can't find their name in the voter list, and hence can't vote.
(has happened to me once (year BJP got clean majority), but after running from pillar to post was finally able to cast vote)
50-60% people dont vote in elections.
winning party wins by getting lets say, 25-30% of total votes casted (last year asembly elections data, SP had 29.15% and BSP had 25.91% of the vote share)
so 25% of 40% = 10 people decide the fate of the government ( not counting the 10% whose votes are fixated on cast and creed)
well, be conservative, add another 2-5% , 12 people out of 100 elect a government.
