how many such pairs of digits are there in the number 539816 each of which has as many digits as between them in the number as when the digits are arranged in descending order within the number?

Here 2 answers are possible (i) 0 pairs (ii) 2 pairs
should (9,3) & (5,3) be cinsidered as they have 'zero' digits in between ( both in the given number and rearranged number)? Most of the solved papers doesn't consider this 'zero' digit thing (since, zero is also a digit). Should we consider 'Zero' or not.
