I don't understand few things.
Firstly, no waitlist number has been mentioned in the mail. How we will know about the convsersion chances?
Secondly, Amost every university has the policy, those who have converted and submitted some amount, some fraction will be deducted and the remaining amount will get refund in case the candidate wants to for some other option. But this is only for who made in the merit list.
Here we don't have any idea about waitlist number and the college further wants 15k with no refund policy. What kind of system is this?

Just to clarify the refund policy for the General round:
Scenario 1. If a student is offered admission and he/she pays 25 k later he continues paying 2.75k but want withdrawal later ... the whole 3 L except 1k (processing fee) Will be paid back by the institute
Scenario 2. A student is offered admission and he/she pays 25 k and doesn't pay 2.75 L .. his 25k will be returned after the admission cycle gets over
Scenario 3. If the student get waitlist letter and pay 15k but did not get offer letter than full 15k will be refunded in 15 days
Scenario 4. If a Student gets waitlist letter and pays 15k and get admission letter, he has to pay 2.85 L in 3 weeks failing to which full 15k will be retained by the institute OR will paid after admission cycle .. (this is because by paying 15k he disallows a deserving candidate to get in)
Scenario 5. If the student don't pay 15k or 25k he will out of admission straight away
Scenario 6. If the student pay 3L in any category and wants withdrawal later, institute will pay the whole money except 1k which is processing fees
