Two survey started at same time one for bihar candidate marks and other related preference till 30 people give their marks while only 7 giving there preference bihar that's y I say all are fake here

If a person has prefered the banks those have less vacancies and a bank which has more vacancy is least prefered .then is there any chance that person who has scored less marks is selected in bank which has more vacancy before the person who has high marks
