My friend birthday is on 03.11.1991 which is two months later than the mentioned date.. His age will be 28 years 9 months 30 days on 02.09.2020 ... I said he is eligible , but he doesn't believe my words and saying "I have crossed 28 years , so iam not eligible" .. Somebody please confirm
