Please someone clear my query

Karnataka state cut off of Rrb mains is 55.19 which is 22/80.if we add max  20 to this( interview ) ,the final cut off will be 42.now suppose a candidate getting 75/200 (which is 20+ ) which is 30/80.and if he get 12 in interview he might just clear the final cut off.is this the way cut off is calculated? And  even +20 will not help I think.
