When IBPS RRB advertisement was delayed. Many had already concluded that the recruitment process is cancelled or suspended. Most likely, it was delayed to include more vacancies because many States may have had Zero vacancies. We have proof that vacancy was updated as late as 3-4 days after the Notification. People just rule out any Bona fide reasons for delay. It's always complacency. I used to feel bad about myself but I see that many here are much more cynical than I am.
