u r right bro 😃 . Complete sense. Reservation has an objective. Be at Railway reservation or be it this category reservation, its objective is to allote the reserved seat to the reserved persob. General candidates get allotment after (only after) reservation is filled.

In every govt job a system is followed to allot seats.. Always first a general seat allotment would be done... Firstly a merit list of under 11000 candidates comprising of general obc sc n st is prepared... Now as this system will work under realtime hence it all depends on choices of obc sc n st candidates ... Means if an obc chooses a seat that he can get through general rank ( as ibps says merit cum preference) then he will get seat under general categ.. This system will be quite complicated as this has to keep all the conditions in mind regarding allotment of seats ... If anyone has something to add or don't agree to my views then add ur valuable suggestions here :)
