The Reservation System
It's has been an issue which I tend to avoid discussing on
social platforms, not because it is unworthy, just because it always end up in
abusive, demeaning monologue. I am one who believes 'Reservation' is must in a country
like India with such a socio-economic diversity but a flawed system only
defeats the purpose of the cause. It does not need a Laplace formulae to come
to a conclusion that the present reservation system is completely in a bad
shape where it is acting as a beneficiary to non-deserving mostly. And it is
there where it affects not only the unreserved but also the deserving reserved.
It is always painful to hear from the talented acquaintances that they want to
settle abroad not because they are less nationalist just because they want to
protect their next generation from the same trauma.
Anyways what's need to be done in a Digital age where Policies like Direct Benefit
Transfer is taking a giant leap. It is appalling that when everything seeks
innovation, Reservation system is creeping on a narrow, outdated crutch only
due to political compulsions.
I do not want to end up giving a long boring lecture, so coming to the point. I
believe a holistic grading system should be put into place after an in depth
research, after all we are good at forming committees. I am trying to put a
rough skeleton which might appear shallow and immature but we can always add on
to it. It might have been discussed earlier, so I also do not vouch for its
originality.
Reservation Grading System
In the present system there is only one way to judge the
social status, whether he/she belongs to that community which has been
historically backward. Correct me if I am wrong. Now I think we need to follow more
individualistic approach.
1)
CASTE
I think it is still on the important parameters to reserve because of
historical, sociological and psychological reasons.
The grading can be done as:
ST/SC/OBC/UR - 1/(.50)/(.25)/0 (I am
ready to face the outrage)
2)
URBAN and RURAL background
Should completely depend on the Schooling of the prospects. I think this
type of parameter is followed in Karnataka.
Suppose a ST is from Urban back ground and a UR is from a Rural background, so in that case a ST is going to lose marks on this front.
3)
GEOGRAPHICAL Considerations
In this parameter, a ST coming from North-east will have a edge on the ST from
another region or for that matter any region which has better infrastructure.
4) Other considerations like someone gone through nature's wrath like flood, cyclone
5)
Economic considerations
I think we need to improve the ways to judge the economic status of an
individual making it more transparent and effective. So a economically weak UR
is likely to get more marks than economically sound ST.
Similarly, there can be many other considerations and the sum total will give
the complete picture of the status of an individual. So this type system can
put on par, if not gives an edge to someone who is UR but comes from Rural or
economically weak background in comparison to a ST which comes from a Urban and
economically strong background.
But unfortunately, I do not see the political will in any political party to
touch it in any form sooner. Do we need to wait until the economic situation of
the country improves? Do we need to wait till the mentality of people change
with quality education? Do we need to wait till the suppressed class is not
made to realize that they are a suppressed class?
I think we still need to wait.............
