Justice Reddy observed "While we agree that competitive skill is relevant in higher posts, we do not think it is necessary to be apologetic about reservation in posts, higher or lower, so long as the minimum requirements are satisfied."On the other hand, we have to be apologetic that there still exists a need for reservation. "Article16 (4) is not a poverty alleviation programme. Its singularaim is to redistribute power to those who have been kept out of the state apparatus so as to end their educational, social and economic backwardness and this class is not less than 77 1/2 % of thepopulation of the country.-Justice P.B.Sawant
Dr Ambedkar had said during a debate in parliament on the questionof efficiency of governance by the system of reservation that "A representative government is better than an efficient government"He added this on the upper castes: "It is your claim to equality which hurts them. They want to maintain the status quo. If you continue to accept your lowly status ungrudgingly, continue to remain dirty, filthy, backward, ignorant, poor and disunited, they will allow you to live in peace. The moment you start to raise your level, the conflict starts."Those arguing against reservation must understand that 50 years ofaffirmative action is nothing as compared to 3000 years of subjugation. Those crying foul over Merit know very well that there is not enough fruit in the garden hence those who are already in want to keep out those who are already out. Those responsible for implementing the policy of Reservation must undoubtedly understand that "Reservation is neither a policy matter, a political gimmick nor a matter of Charity. It is a Constitutional Obligation "In a country like India where power, wealth and opportunities are the monopoly of microscopically small and scandalously overprivileged community, political Revolution is the only Panacea aspointed by even Dr Ambedkar.
... I would like to clear most of your views... while analysing the various inputs from various guys from all over India... the vacancies this year is only 13500 not more than that.. because interview is 1:3 ratio. And now cut off...those who actually scored more than 95 (more fakes in this column I believe) with minimum interview score.. they will definitely get PO job this year in all categories... and for those who scored 85-94 with good interview... there is bright chances.. and below 85 based on the performance of their interview.. they will be selected... pl check... as also results will come before 1st april...

Argument #1: Reservations would dilute the quality of education and consequently India's competence in the global economy.
I think any reasonable person should concede that past oppression and discrimination plays at least some role in explaining the present discrepancy in representation. But some would argue that today, it's not really about caste anymore, but about class. Poor people generally are underrepresented, and the reason why people of lower castes are disproportionately represented is because they are disproportionately poor. But in that case, why are they disproportionately poor? I think the anti-reservation folks would explain it in terms of "personal responsibility," arguing that lower-caste people imbibe a spirit of victimology and replicate their own cycle of poverty, and/or don't take up the equal opportunities that they are in fact provided today. Sounds to me just like arguments against affirmative action.
However much weight you would give to systematic oppression versus a defect in assuming "personal responsibility" -- and I really do think that differences between those who at their gut like the sound of affirmative action and those who don't lies precisely in this designation -- I think that if you have any sense of fairness or justice, you should think it is worth striving for diversity in institutions of higher learning that resembles the diversity of the larger society. The only reason I can think of for people not thinking this is desirable is the belief in the inherent genetic/cultural superiority of one group over another. Otherwise, why does the increase of diversity automatically signal the depletion in quality?
Many people might say that affirmative action is like a Band-Aid cure and does not get to the root of the problem. I would agree with that, but add that I view it as a necessary but not sufficient tool to uplift marginalized classes. Just because there are many hidden barriers that will require more systematic changes and better allocation of resources from earlier on in the educational process to address, that does not mean that we should not also engage in more expedient practices to extend opportunities within the present generation. And although it may seem like this will dilute the competitiveness within and among institutions, won't it be much better in the long run to have a more widely educated populace? Many people who receive access to education will go back and spread it to their communities, and this could only be beneficial to the economy and the morale. Yes, this does mean upper-caste students will have to compete for a more limited number of seats, but we maybe we should re-evaluate how our priorities are operating within the framework of neo-liberal globalization rather than scapegoat those who have been most oppressed by it

Argument #2: Reservations are unfair because they might unjustly enrich an OBC who is wealthy and/or disadvantage an upper-caste who is poor.
The fact that it seems outrageous to carve out 49.5% of seats for a group that is in fact 75% of the population has a lot of evidentiary value. Clearly, lower-caste people on the whole do not have equal access to the resources that would by formal "merit" alone grant them admission to these institutions. This does not mean that there are not numerically many low-caste people who do have abundant financial resources, or upper-caste people who are economically deprived. However, I do not believe that wealth (or lack thereof) is the only barrier to acquiring "merit"; the social stigma associated with a group that has been historically poor also helps perpetuate a system where that group is seen as undeserving of equal access, or a denial that they don't have it and have anything to blame other than their own shortcomings. The same ignorant and malicious comments are often made about lower-caste people that are made about people of color in the US: that they're lazy and uncouth, that they prefer to be poor than work hard, that they're a drain on society's resources. I would point to this article by Peggy McIntosh regarding white privilege; it describes a whole range of subconscious privileges that white people enjoy and rarely even think about, but which place them at a very large advantage over people of color. I believe the same analysis applies with regard to caste, and the many subtle privileges upper-caste people receive in Indian society, notwithstanding their income level.
Also, for those who believe there should be reservations based on economics and not caste, I would firstly point out that apparently, you do then acknowledge that there is not a level playing field, and you do believe that this is a problem that reservations can and should address; therefore something other than "merit" should fairly inform the admissions process and Argument #1 is moot.

Argument #3: Caste-based reservations erect caste consciousness and divisiveness.
I think it would be absurd to deny that lower-caste people are disproportionately underrepresented in higher education, and in positions of high esteem in media and politics generally. I am sure some will be inclined to rattle off a few names of people who have made it, but it surely would not amount to 75%. Access to resources has not historically been caste-blind, so the process taken to reverse the effects of that oppression cannot be caste-blind either. Call it irony if you will, but US constitutional jurisprudence has drawn a handy distinction between invidiously discriminatory racial classifications, and benign and remedial classifications. I think the same analysis should apply when it comes to caste. We cannot merely terminate casteist laws and call it fair for lower-caste people to compete from the point where formal and legal discrimination left off; the government owes a greater effort to remedy those wrongs.
