Hey...explain the statement "all a are not b" what does it mean? "No a is b" or "some a are not b?" Or both?

Nine people namely D, E, F, G, H, I, J, K, L from different colleges viz. IIT-Kanpur, IIT-Roorkie, IIT-Mumbai, IIT-Delhi, NIT-Delhi, NIT-Hamirpur, NIT-Jalandhar, Thapar-Patiala, BITS-Pilani from different branches among ECE, CSE, EE, ME sit around a circular table facing away from the centre. Not more than 3 people belong to the same branch. The following information is known about them.

I and G have same branches. F sits to the right of E. L sits exactly between I and H. D is from NIT-Jalandhar in ECE. The persons in ECE have one of the neighbors in ECE and one in ME. K sits 3rd to the right of D. Two students of a college are not sitting together. Two students of any of the IIT viz. Kanpur, Roorkie, Mumbai, Delhi are not sitting together with the exception of one pair. F sits 3rd to the left of H who is from IIT-Mumbai. L is not in ME. The persons from NIT with the exception of D are in EE. G and E sit together and they belong to colleges from Delhi but they dont sit with D. H sits with one of the persons who has ME branch. The persons from Thapar-Patiala and NIT-Hamirpur are sitting together. The person from IIT-Roorkie is in CSE and sits second to the left of the one in BITS-Pilani. G belongs to CSE branch.

Each book contains three subjects among - Geography, Science, History, Polity and Mental ability. The distances were 27, 29, 31, 33, and 35 feet, but not necessarily in the same order as the names are. Similarly the colour of shirt of each person was different. Shirt colours were black, blue, brown, green and red.Each person was called to throw discus one by one.
1) K and the person who was given the chance at fifth position threw the discus more than 30 feet. And neither of the two was in blue shirt.
2) J's shirt was green. He threw the discus immediately before the person who got the first rank.
