The word "one" it seems to replace "a rise in the applications". It is the only explanation I could find.

The structure not so_______as is used to make comparisons. So D is the correct one.
"A majority of railway commuters reads or listens to music while travelling...."

I agree that the subject is as you have said but i think that the verb should be as in quotes. coz , read and listen is plural while reads and listens is singular.

In this sentence the subject is "A majority of railway commuters" which is plural since it means many individual part of the railway commuters put together. The verb should be in agreement with subject, which is plural. So "read and listen"
