whose 'problems' -- retailer -- singular subject, singular verb -- its has/had been -- As 'sales slump' happened prior to 'retailer said'. So, past perfect
IMO: A

Option A...?
Hi PS2
I have a confusion here that in your A choice we have HAD. Do we actually require HAD over here because had is actually recquired when we have 2 actions in past. Here we just have one action which was in past and the other action will be in future. Please clear my confusion.
Answer is A... Got confused between has been/ had been

the split is between "recently and "recent". if its recently then it will modify extended. if its recent it will modify sales slump.
clearly the intention is not to indicate "recently extended" sales slump but "recent" and "extended" sales slump. So i simply dropped all options ending in recently. was left with option A which was the best out of remaining.

The non-underlined portion 'retailer said' indicates that this event was in past. Present perfect tense ('has been') indicates that action began in past and continues in present whereas Past perfect tense ('had been') indicates a completed action prior to some other completed past action (in this case 'retailer said')

I have a confusion over your answer because in the sentence we have "one of the most problematic ethnic groups" so can we actually have "were the former East Germans". My intent is that can we have plural were with the statement " One of".
Despite forceful legal pleas for the restitution of expropriated cultural artifacts to the place of their origin , the British museum continues to rebuff the German authorities, requesting that it should return the Parthenon marbles removed from the Acropolis by Elgin in 1806.

My bad - "one of.." should be paired with "has been". Answer should be D. I was confused with the use of "the East Germans", who were afterwards referred to with "have had".

My answer is D. A,B,C do not correctly refer to the German authorities. D should be correct because "it" can be used for the museum and not "them".

Yups correct (C) is not in Perfect Tense the other two options use perfect tense . The reason C couldn't be the answer is that in option(C) the cause and effect relation is not established . ...THE USE of the word "then" implies a sequence of events rather than a causal one . Hope I clarified ur point .
Still, optin D, by the use of "when" also gives the sequence. IMO, It shoule be some thing else
