This strictly applies to Gmat error correction. "whether or not" as a phrase is also right but only in cases where "whether" alone is not sufficient..for eg: whether or not the law will pass, the public will not allow it to be overlooked. @Raju Use infinitive the way you use gerunds. Both have the force of noun that is why they can act as subjects and objects. The need is to differentiate between present participles and gerunds since both end in "ing".
for eg:1) playing cricket, he gained health. 2) he is playing cricket.
In sentence (1) playing is not a gerund, it is a present participle since it has the force of an adjective+verb not noun +verb( which is in gerunds). The second sentence has playing as a gerund.
So far as past participles are concerned don't confuse them with simple past tenses.
For eg:1) He lived in Delhi for three years. 2)He has lived in Delhi for three years.
The first sentence is in simple past whereas, the second is in present perfect tense. The second sentence has 'lived' as past participle.
( Easy approach is whenever you see the 'ed' and 'en' endings with has and have { has lived and has ea***** then take them as past participles).
