The question would have been in a more readable form if you had presented the options first and then your line of reasoning.
Anyways, the only doubt with option A is that "knowledge" and "about the brain" should be more clearly separate as in E. Although there are no participle in E, the usage of perfect tense and verb form is appropriate. Also, the modifiers are clearly separate making it more precise.

2) less is appropriate when numbers are concerned, whereas lower is for single object(mostly nouns).Employment costs being plural require similar parallelism i.e, less than they did in the year.

1.) I dont have much clue but i think what ponds_ggn says is true. Hungary is a part of easter europe.
2) The only time less is involved in countable objects is when fractions, percentages are involved. refer to princeton verbal review page 203. So i think less than may be because of this rule. cost rise is compared to cost rise but in percents so less than they did is ok.
