Hey bud, you are not alone...The more I do the q's, the more confused i become (err... is that the correct idiom?? tense??....:lookround:) But here's what i think..
That/ it are both pronouns so they have equal weight, they could refer to the bird or the wingspan
to be/to have been... according to the tense "rule", present perfect should be used for action that was true in the past and continue to be true in the present. I did the Q a few days back and picked D, based on the above.

I think the correct answer is D.

C is not right it incompletely says-brush just twice. it doesnot complete bursh twice daily.
D is correct cause after the phrase-brush twice daily, a contrast is required b/w the first and 2nd phrase which D provides by using but, and E does not provide.

Reason as follows:


"I" is normally the subject pronoun and "me" is the object pronoun. (Nominative and indicative, if you really want to know.) That is, "I" is used when you are doing the action in the sentence, and "me" when you are receiving it. The simplest way to tell which is right is to take out all the unnecessary extra words from a complex sentence and see if what you have makes sense with I or with ME.

For example, you'll hear a lot of uneducated or unthinking people say something such as "It's important to you and I". Get rid of the YOU AND, and you're left with the nonsense phrase "It's important to I", so the correct phrasing must be "It's important to (you and) ME".

Rest chocies- C,D and E are all wordy and awkward.

** "brush just twice a day" seems to be OK but the following phrase"floss hardly never" should be expressed with a "but" in order to signify n also the construction seems passive here.

**This can be eliminated bcoz "daily" is not mentioned

**Same reason as the above
D. brush twice daily but hardly ever floss
E. only brush twice daily and rarely floss at all
**The placement of "only" changes the intent

Here's the official answer from McGraw Hill Gmat 2008 Ed

Hardly never is incorrect construction. B changes the pronoun from the one already
in the sentence to you and also changes the meaning of the last part with the word never.
The exclusion of the word daily in C changes the meaning of the sentence significantly! The
conjunction but in C and D is improper since the sentence has no change in the direction of
meaning. E is the only choice that makes sense and is grammatically correct.
