We need to find a strong explanation as to why their petition have solid ground. Now, since the shrinking of base will ultimately lead to national security issue, the machine tools manufacturing base can show that aircraft industries, provide large amount of work for tool builders. So, indirectly the government will be automatically be compelled to see to the import quotas so that the base does not shrink further.....

According to me B is the correct choice

The answer is d. ab&c; can be ruled out. its d not e because the premise says world production has been below consumption for three years and hence pepper is in short supply. so , it can be inferred that the prevailing stocks have run out. it cannot be e because nowhere it is mentioned about the production cost for last 3 years. its only that now the selling prices are high but no picture on cost price(it may be high too- as weather is another dimension)
