My answer is option

Reasoning:
The argument says the following -> Pepper farmers have switched to another crop -> Pepper production decreases and thus, pepper is in short supply -> Price of pepper has increased.

So our general inference should be that because of a shortage of pepper in the global market it's price has gone up and reached cocoa levels.

It's not because, whether pepper can be or cannot be profitable when grown on a large scale cannot b inferred from the argument.
It's not because, the passage doesn't give any indication of the rise or fall in the consumption, for all you know, the consumption might have fallen, but the supply might have fallen even more.
It's not because, the weather is only partially blamed, and is unimportant in the light of the argument.
It's not because, the argument has never talked about the profit the farmers have made, it speaks about the shortage in the supply of pepper.
It is because, it clearly states what I have initially inferred from the passage, i.e. , fewer farmers = lesser pepper in the market => Price increase (though the price increase isn't mentioned in the option, we can accommodate it.)

My take is D, which says despite decreasing fee rates the attorney got less work and worked fewer hours so this contradicts the increase of size of its patent law department

B is incorrect as the treaty is conditional on simultaneous action. Either, all countries will act or none of them will act.

I will go with C, this option states the possibility that none of the countries take action and later as a excuse, might say that since the action was dependent on the simultaneous actions of the other countries as well, it is not responsible for its non-compliance.
