Conclusion -> Breaking of the hull was not the reason for its sinking.
So, here we can see that the assumption that the author has made is that, after the hull pieces started to sink, the underwater current waves could not have brought them back together again.

IMO C for this.Coz' Cause & Effect which usu. happens (i.e lowering restriction would increase more advertisements, & hence lower the fees ) is not happening in this particular face when the restriction being removed is about the fees being specified itself, so it will work negatively for the state.
