Things what I inferred from the below mentioned post by @vidyadher0506 is that ESIC department is willing to take the staff through normal recruitment process but it is the Ministry of Labour which is creating the hurdles by ordering them to outsources the employees (contractual) rather than taking eligible candidates from examination recruitment process. I think this is the Administration reason which the official notice of ESIC was talking about......(please someone correct me If I am wrong)

somebody told dat UDC result will be out today.. Can we expect the same for sure.??
Just now i called to delhi toll free no of ESIC he replied me he did not about the result status and i also called to my regional office(AP) one lady picked the phone and told me we don't have any information regarding result so the result process might take few more months or it would be led to cancel(i think so)

just now i contacted to Regional Office, Hyd.. She is saying dat no any prior information regarding UDC result and from HQ as well. I dont think the result will be out... It seems like it may take another decade to declare

When will ESIC completes the publishing of paramedical result? Daily they are publishing 2 or 3 results in paramedical...I think udc show will begin soon after the paramedical result
