Analysis of Services through ESE based on promotions.
We join services at level 10 of pay matrix i.e JTS scale(Junior time scale).
level 11 is STS-1(Senior time scale)
level 12 is STS-2.
level 13 is JAG(Junior administrative grade)-Ordinary
level 13A is JAG(Junior administrative grade)-Non functional grade
level 14 is SAG(Senior administrative grade)
level 15 is HAG(Higher administrative grade)
level 16 is HAG+
level 17 is Apex
Though Salaries in PSUs are more at statrting level but salary is comaparable between Central govt and PSUs at higher level.This is because there is a jump of 10k in basic for the first 6 promotions in a Maharatna PSU but it is approx 44k at third promotion in Central govt(i.e from level 12 to level 13 and become JAG which is a director equivalent post),approx 21k at promotion from JAG-SAG and 38k at promotion from SAG-HAG.
The govt has fixed the no of vaccancies at different levels(i.e JTS,STS,JAG,SAG etc) in all services. So higher the number of vaccancies at higher levels i.e JAG,SAG,HAG in a particular service,we would be more likely to get promoted.Kindly note that IRSME,IRSS,IOFS etc have got plenty of vaccancies at JAG and SAG scale and so the average years to reach these scales is much lesser and this is why maximum people fill them as starting choices.
The no of vaccancies at HAG for the following services are:

IDSE-4
INAS-1
CWES-4(but all these are for civil people ,for mechanical it is 0)
