Union Government to launch ‘Vanjeevan’ for tribal livelihoodThe Union Ministry of Tribal Affairs is going to launch “Vanjeevan”, the National Resource Centre (NRC) for Tribal Livelihood in Bhubaneswar, Odisha. It will be launched in collaboration with UNDP and National Scheduled Tribes Finance and Development Corporation (NSTFDC).
- In the first phase, the programme will identify problems in livelihood in select districts with low Human Development Index (HDI), and the local resources, keeping in view the existing skill level.
- It will be implemented in Assam, Gujarat, Madhya Pradesh, Rajasthan, Odisha and Telangana in the first phase.
- In the second phase the programme will be implemented in the states of Arunachal Pradesh, Jharkhand, Chhattisgarh, Maharashtra, Meghalaya and Tripura.
Pankaj Advani won World Billiards title in Bengaluru
- India’s ace cueist Pankaj Advani on December 12, 2016, won the World Billiards title. To win the title, he defeated Peter Gilchrist of Singapore 6-3 in the summit clash held in Bengaluru.
- In early 2016, Advani won the Asian 6-Red snooker title in May and a bronze medal at the IBSF World snooker championship in December. Pankaj Advani is the only player in the world to win world titles in all formats of snooker and billiards. So far, he won 16 titles in both the formats.
Avail 0.75% discount for Cashless Refuelling: IOCL
- The Indian Oil Corporation Limited (IOCL) on December 12, 2016, announced that the consumers can now avail a discount of 0.75 percent on petrol and diesel fuel purchases, if the payment is made using digital means.
- The 0.75 percent discount on payments made using credit/debit cards, e-wallets or mobile wallets will be converted into a rebate of 49 paisa per litre on petrol and 41 paisa per litre on diesel. The discount will be credited to customer's account by way of cash back within maximum three working days of the transaction.
- Nearly 4.5 crore consumers buy petrol or diesel every day and collectively contribute around Rs 1800 crore in transactions. Usually, only 20 percent of these transactions are digital, but in November, these cashless transactions rose to 40 percent due to the cash crunch.
ISRO signs deal with consortium of six companies to build satellite privately
- The Indian Space Research Organisation (ISRO) in December 2016 signed an agreement with a consortium of six companies to deliver India's first industry-built satellite by late 2017.
Highlights of the agreement
- It includes assembly, integration and testing (AIT) of two spare navigation satellites in a row in around 18 months.
- The consortium is led by Alpha Design Technologies P Ltd, a defence manufacturing contractor.
- The others in the consortium are Newtech Solutions, Aidin Technologies and DCX Cables of Bengaluru, Vinyas Technologies of Mysuru and Avantel Systems of Hyderabad.
- The development work will start around January 2017 and the first satellite will be out in around nine months.
Scientists create Nanoceramic material for safer nuclear reactors
- A team of scientists from the United States have created a Nanoceramic material that can be used to produce safer and economical nuclear reactors. The team included Fabio Di Fonzo and Kumar Sridharan and others.
- The research was published in the Nature journal Scientific Reports in September 2016 with the title Radiation endurance in Al2O3 nanoceramics.
Highlights of the Nanoceramic material
- This new material is made of aluminium oxide nanoceramic coating. It can withstand high temperatures and the harsh effects of radiation. Moreover, it also becomes tougher under radiation. It can be used in next-generation nuclear reactors that will operate at higher temperatures and radiation fields to produce more energy efficiently and economically.

India-Russia Naval Exercise ‘Indra’ begins in Bay of Bengal
- The 9th edition of Indra Navy exercise between Indian Navy and Russian Navy began today, December 14, 2016, in the Bay of Bengal. This annual bilateral maritime exercise will continue till December 21, 2016. The main aim of this exercise is to enhance the inter-operability between the two navies and develop a common understanding for maritime security operations.
Highlights:
- The Indian Navy will be represented by guided missile destroyer INS Ranvir, indigenous frigate INS Satpura and indigenous Anti-Submarine Warfare (ASW) corvette INS Kamorta.
- Additionally, P8I Long Range Maritime Patrol Aircraft, Hawk Advanced Jet Trainer, Dornier Short Range Maritime Patrol Aircraft, a submarine and other integral rotary wing helicopters are also scheduled to participate in this bilateral exercise.
- The Russian Federation Navy (RuFN) will be represented by Rear Admiral Eduard Mikhalov, Deputy Chief of Flotilla, Pacific Fleet and ships from the Pacific Fleet which are based at Vladivostok.
- RuFN ships Admiral Tributus (cruiser) and Boris Butoma (fleet tanker) arrived at Visakhapatnam on December 14, 2016.
- It will be conducted in two phases- the Harbour Phase (14 to 18 December 2016) at Visakhapatnam and the Sea Phase (December 19 to 21, 2016) off Visakhapatnam.
- The Harbour Phase will include table-top exercises, planning conferences, and professional interactions prior progressing to sea.
- While, Sea Phase will be focused on Air Defence Drills, Surface Firings, visit Board Search and Seizure (VBSS) and Tactical procedures.
- It will help to further strengthen mutual confidence and will also enable sharing of best practices between both navies.
India-IBRD signs Grant Agreement for additional funding of MSME’s project
- India on December 13, 2016, signed a Grant Agreement of USD 5.19 million with International Bank for Reconstruction and Development (IBRD) for Additional Financing for Financing Energy Efficiency at MSMEs Project- Programmatic Framework for Energy Efficiency.
Highligths
- The additional financing will be used to scale up the initiatives that were taken up under the parent project.
- It will bridge the gap in understanding among different stakeholders mainly energy professionals or technology suppliers, banks and financial institutions.
- It will be implemented through a three-pronged approach- (i) Capacity building (ii) Direct involvement to augment EE investments at MSME level and (iii) Escalating the EE knowledge base to scale up and replicate the project initiatives such as by establishing key performance indicators.
Gujarat to have Wagah like border point
- The ever-popular ‘border viewing point’ of the Wagah border will soon be recreated in Gujarat’s Banaskantha district. The new viewing point will be opened at Nadabet near Suigam, a village near the India-Pakistan border.
- The main purpose of the development is to promote tourism and all tourists visiting the centre will be provided with the same facilities that are made available at the Wagah Border.

Qatar replaces Kafala rules with contract based labour system
- Qatar on December 13, 2016, abolished the controversial Kafala labour system. The system has been replaced with a new contract-based labour system to ensure enhanced rights to the migrant labourers.
About Kafala system:
- Kafala is based on sponsorship model. Under this system, every immigrant worker to Qatar required a local sponsor. The sponsor may be in the form of a company or an individual.
- An immigrant worker needed the permission of the sponsor to switch jobs or leave the company.
- The discretionary power on the part of the sponsor was misused a lot of times. The sponsors used to exploit the expatriates physically, financially and emotionally. Hence, the kafala system was identified as modern-day slavery.
About Contract system
- Under this system, an immigrant worker needs to enter a contract with a company or an individual to obtain work visa.
- Under this system, a worker can change job easily by fulfilling obligations under the contract.
- Exit from the country is guaranteed as the worker is no longer required the prior approval of the company or individual employer.

Agni-5 India's Longest Range Nuclear successfully test fired
- India tested its Agni-V intercontinental ballistic missile+ (ICBM) in its final operational configuration from Wheeler Island off Odisha on Monday, paving the way for its eventual induction into the Strategic Forces Command (SFC) after user-trials.
- Once the Agni-V is inducted, India will join the super exclusive club of countries with ICBMs (missiles with a range of over 5,000-5,500km) alongside the US, Russia, China, France and the UK.
China passes law to levy environment tax to fight pollution
- China’s top legislature has passed Environment Tax to levy environment tax on polluters, especially on heavy industries. It will enter into force on January 1, 2018.
- Under the new law, companies will pay environment taxes ranging from 350 yuan ($60) to 11,200 yuan ($1870) per month for noise. It set rates of 1.4 yuan on water pollutants, 1.2 yuan on stipulated quantities of air pollutants and a range of 5 to 1,000 yuan for each ton of solid waste.
- It allows provincial-level governments to raise rates for air and water pollution by up to 10 times after approval by local legislatures.
- Under it, lower rates can also be applicable if emissions are less than national standards. It only targets enterprises and public institutions that discharge listed pollutants directly into environment.
Scientists build bacteria-powered battery on a paper sheet
- US-based scientists have developed a bacteria-powered battery (bio-battery) on a single sheet of paper, which is capable of powering disposable electronics.
- The paper-based bacteria-powered battery design is part of a new field of research called papertronics, which is a fusion of paper and electronics.
How it works
- In this battery, researchers had laid ribbon of silver nitrate on a piece of chromatography paper. On top of this, they had placed thin layer of wax to create a cathode (positive electrode).
- On the other side of the paper, reservoir out of a conductive polymer was made which acts an anode (negative electrode) filled with a few drops of the bacteria-containing waste water liquid.
Scientists identify world’s most heat resistant materials
- A team of UK-based researchers have identified Hafnium carbide (HfC) and Tantalum carbide (TaC) as the world’s most heat resistant material. They can withstand record melting point temperatures up to 3958°C (approx 4000°C).
- New Laser-heating techniques were used to find the temperature at which TaC and HfC melted, both separately and in mixed compositions.
- Currently hypersonic aircraft travelling above Mach 5 (5 times speed of sound) speed creates very high temperatures as friction is involved when travelling at such speeds.

A 'leap second' was added to the Indian clock at 5:29.59 hours on 1 January 2017 to synchronise with the Earth's rotational clock. As the atomic clock at the National Physical Laboratory (NPL) struck 23:59:59 last night, it was programmed to add an extra second to 2017 to compensate for a slowdown in the Earth's rotation.
What
1. Adding a second barely has an impact on the daily life, but it does matter in the fields of satellite navigation, astronomy and communication.
2. The Earth and rotation around its own axis is not regular, as sometimes it speeds up and sometimes it slows down, due to various factors including earthquakes and moon's gravitational forces that often results in ocean tides.
3. As a result, astronomical time (UT1) gradually falls out of sync with atomic time (UTC), and as and when the difference between UTC and UT1 approaches 0.9 seconds, a leap second is added to UTC through atomic clocks worldwide.
4. Adding the leap second to the Indian clock is done by the NPL under the Council for Scientific and Industrial Research (SCIR). The NPL, one of the oldest laboratories in the country, has five atomic clocks and nearly 300 such pieces exist across the globe.
5. Atomic clocks are so precise that the margin of error in its functioning is just of a second in 100 million years.
6. To be in sync with the Indian Standard Time (IST) and the Earth's rotational clock, the Indian clock need to be adjusted after the insertion of a leap second. 7. The Indian atomic clock was also synchronised with the atomic clock of International Bureau of Weight and Measure (BIPM), France.
8. The leap second adjustment is not so relevant for normal everyday life. However, this shift is critical for applications requiring of time accuracies in the nanosecond, which are critical in the fields of astronomy, satellite navigation, communication networks.
9. Those utilising CSIR-NPL time dissemination services need not worry as they will receive the corrected time post the insertion of the leap second.
10. Since 1972, 36 leap seconds have been added at intervals varying from six months to seven years and this will be 37th year.

New fault in Indian Ocean may trigger earthquakes in future: researchers
According to geologists, a new plate boundary may be forming on the floor of the Indian Ocean in the Wharton Basin as a result of the 2012 earthquake that shook the Andaman-Sumatra region. The discovery was based on the study of seismic data recorded before, during and after the 2012 quakes and sea floor depth analysis by venturing into the ocean aboard a research vessel.
- Scientists created a high-resolution imagery of the sea floor by using data which unveiled deformations that had occurred on the Indo-Australian Plate.
- It showed that the plate had broken along a 1,000 km fracture zone due to 2012 earthquakes, resulting in a new plate boundary and likely to be the site of future fault-slip earthquakes.
- The analysis showed a new fault system had developed in the area off the coast of Sumatra that was involved in the 2012 earthquakes. The new fault system can trigger more quakes in the future.
- Slip-strike earthquake occurs when two plates slide horizontally against one another. As a result, earthquake causes deformations that occur in plates distant from fault lines as pressure builds up across a plate. These earthquakes can lead to inter-plate earthquakes and cause a plate to break, resulting in a new boundary and this in turn can lead to even more quakes.
Focus on TFP for services at WTO meet
India will be focusing on the Trade Facilitation Agreement for services at the World Trade Organization (WTO), Commerce minister Nirmala Sitharaman said. Talking about a concept note introduced by India at the WTO last year, Sitharaman said India's position reflected that of other major nations with a strength on trade in services.Highlights
- Major member economies of the WTO, such as India and the US, are expected to talk on trade-related issues on the sidelines of the World Economic Forum meeting in Davos later this month.
- On new issues like e-commerce, Stressed that while India was open to talks on the issue, it should be included in the agenda only after a consensus emerges among members.
- India is pitching for this agreement as the services sector contributes about 60 per cent to its GDP and accounts for 28 per cent of the total workforce.
- The note was aimed at reducing transaction costs by doing away with unnecessary regulatory procedures and reducing the administrative burden on trade in services. In its note, India has proposed for simplification of procedures and clarity in work permits and visas for smooth movement of professionals.
- Developed nations want the WTO to start negotiations on e-commerce and investments instead of carrying on further discussions on development-related issues from the erstwhile Doha Round.
- The WTOs ministerial meeting, held once in two years, is set to be held in December in Argentina.
Measles-rubella vaccine all set to roll out
Three years after the national vaccine advisory body recommended the introduction of the measles-rubella vaccine (MR) in the Universal Immunisation Programme (UIP), the vaccine is all set to be introduced from next month in five states and Union territories as a part of the basket of preventive medications that every child born in India is entitled to.Highlights:
- From March, Pneumococcal conjugate (pneumococcal pneumonia) vaccine will also become a part of the UIP basket in three other states.
- The UIP basket already has ten vaccines of which measles is one; once MR is introduced, monovalent measles will be discontinued. Both the new vaccines will be launched by Health Minister J P Nadda in separate programmes.
- The MR vaccine will be introduced in Goa, Karnataka, Lakshadweep, Puducherry and Tamil Nadu between February 3 and 4, the pneumonia vaccine will be introduced in Himachal Pradesh and parts of Uttar Pradesh and Bihar from March 17.
About Measles-rubella (MR): The disease commonly known as German Measles (or three-day measles) and is symptomatically similar to measles. It can have devastating consequences if a pregnant mother is infected with it and the foetus may be born with incurable congenital anomalies. Symptoms of the infection can include cataracts and deafness. It can also affect the heart and the brain. The congenital rubella infection is believed to affect approximately 25,000 children born in India every year.
