For the first one actually both are correct. But if you go by doctor's opinion it wud be effect. Actually doctors' prescribe brandy at times
We generally use amend while we change or modify laws or rules. Amendment in constitution.
I don't think affect will be the right word. Here brandy is being referred as the cure not the other way round. So brandy will effect the cure not affect it. Generally affect is used towards affliction or in negative sense. Effect as in case used as remedy, to bring change .
For next one emended should be used, because emend is srictly used for scholarly articles, though amendment can also be used.But here on context of manuscript emend ranks higher.

The first change i.e 20% should give No. of patients in 2000 as 2,40000 and it follows as 2001 156000 2002 195000 2003 214500 2004 107250 and so on..
Now when we divide No. of patients by no. of hospitals then in the year 2000 we get it max as -- 51.06 whereas in 2003 its 41.25

Effect is correct I think. Firsty, Affect=Influence,effect=a change (Final change/result) due to something.Now recovery of the patient is OVERALL healing of that person.Had it been recovering process/recovering rate then affect would have suited.But since effect is final result of drinking glass of brandy(on a regular basis) understood)so effect is suited here. Hope this helps.
