Possible Sectional %iles & OA %ile? Which all colleges can I still apply to? Have applied to MDI, FMS (lol. Will not post my form now) & XIMB so far

I was checking the answer key of Shift 1. I think that the answer of question 15 is wrong.
The question is
Q. In paragraph 1, the phrase, "real estate developers once stumbled over themselves to the court" means:
a) took brand-name anchor outlets to courts
b) no longer pursue brand name anchor outlets
c) collaborate with one another to make brand-name anchor outlets
d) were eager to get brand name anchor outlets to set up shop in their malls.
According to me, the answer should be option D whereas answer key mentions it as B. What do you guys think ?
