Hi can anyone please give me some information on the newly introduced RURAL DEVELOPMENT AND GOVERNANCE and how is it different from SOCIAL WORK IN RURAL DEVELOPMENT?

None of the courses is "placement oriented". All of them are "knowledge and learning oriented".
Placements are something that are facilitated at the end of the course. Those are by-products (and good by-products 
) and not the main product.

TISS does not encourage publishing of placement reports and making the data public. So, it might be difficult to get the data u r looking for.
You can be sure of one thing-->Placements in any of the courses are some of the best that you can get for that course in this country.

The definition of "good" varies from person to person right??
It also depends on what are you comparing it with, right??
What I meant was, if you compare the placements of the same program, it would be one of the best here.

If a candidate registers and pays the fees online, is he required to send any documents to the institute?(they asked us to retain a copy of the acknowledgement screen while registering , dats why I had such a doubt)

As stated earlier, the model question paper was supposed to be uploaded on the website on 30th october, 2012, but the site has not been updated yet. Does anyone from the media cell of TISS or anyone else have any idea about this or any inside news about the new test pattern?

No need to post anything to TISS. Just save that acknowledgement in your computer.
