Please provide the link for the pre interview form?
I think we should write a mail to TISS regarding this. Since many of the call getters are from places far from mumbai, it will be very difficult to get the train seats availability as the interview dates will be just 7-8 days after the date of announcement. Moreover, many of the people won't be able to afford the exorbitant airfares including me. There should be atleast a timeframe of 20-25 days from the date of announcement of interview schedules especially when everybody has to travel to TISS for the interview. Had interviews been scheduled in different cities, it would have been no problem even if the dates were announced 4-5 days before.
I am really very disappointed due to delay in announcement of schedules. I don't understand why is it taking so long to decide the slots when the result has been out for more than 3 weeks.

Very often we hear india is a poor country but rich in resources.It is so because she houses millions of poor citizens. To do away with poverty, indian government has set up various committees on poverty. These committees used different criterias but the fact remains same that around one third of india's population is under below poverty line. In absolute terms this comes to more poor people than whole african subcontinent! So what has our government done to alleviate poverty?
India's attempt to provide food security has been aided by public distribution system which mandates food corporation of india(FCI) to procure and store foodgrains. The central government bears the charge of procurement,storage,transportation and distribution whereas state government is responsible to identify the beneficiaries (BPL hoseholds) and distribute them foodgraings through retail outlet. Despite these provision aimed at removing poverty,the statistical figures sketches another picture. There is wide spread corruption in PDS system. Pilferage of foodgrains,ghost beneficiaries,diversion of foodgrain and sub-standard quality of foodgrains are some of the deterrents. Direct cash transfer in the account of beneficiary is being designed to eliminate middlemen and ghost identities.
Direct cash transfer has been successful in Brazil through Bolsa Familia programme of the government. But there is significant difference between brasil and india if we compare the reach of banks and UID is also in its nascent stage. Implementing cash transfer without having infrastructure in place will be disastrous. Also financial literacy must be imparted along with program as chances of abuse will be there by banking correspondents. This would be tantamount to replacing middlemen with banking correespondents(middlemen).
PDS is self targeting in nature as food grain provided is sub standard and hence non BPL household avoids it but direct cash transfer will entice non BPL hoseholds to enroll itself.Another constraint is how will be in-kinds be converted into monetary terms. Indexing to inflation and whether the money would go to individual or household and if individual then to whom it should be given are the major questions to be sorted out.Also if FCI stops the procurement the farmer will feel the heat as there would be no Minimum Support Price.
The thought of direct cash transfer is noble and it has already been implemented in mgnregs,pension and scholarship programme and it has reduced corruption by eliminating middlemen and ghost beneficiaries but implementing it in case of foodgrains,kerosene and fertilizers requires multidimensional approach as discussed above. The cash transfer provides choices before household as not all are food-poor;some are health-poor.So it provides freedom to spend money according to their requirements.
Recent pilot project tried in Alwar and Kotkasim district of Rajasthan brought many flaws out. The subsidy didn't reach to the beneficiaries account even after six months and there were some problem related to biometrics which didn't matched with UID biometrics. Also the basic problem of identifying the beneficiary remains in cash transfer. Hence rushing to Direct cash transfer as panacea to all the evils will only accentuate the problem unless infrastructure faclities alongwith proper introspection of the pilot project is put in place.
Direct cash transfer has the potential to remove the discrepancies inherent in public distribution system but it has to be still complemented by PDS unless all the issues related to DCT is sorted out. It is all upto the government which either chooses to trumpet DCT as election propaganda or really work to strengthen financial inclusion and complement it with DCT.
