Comparing fractions

If percentage change in numerator is lesser  than percentage change in denominator, then resultant fraction has more value than the original fraction. 

Plz explain this. This is useful in solving DI ques.

In TIME Bangalore they taught an unique technique to solve Syllogisms questions assigning Tick (✓) and Cross (X). Following that two ✓ means no conclusion etc. Was a student in 2012. Gave the material and forgot the technique too.

Kindly someone please help.
