No. I haven't applied for NTPC as their requirement for ECE grads is quite small.

Here is the details on the exam. The last date for applying is 13th February, 2006. The number of vacancies is approximately 300.

Don't get so upset. You couldn't have applied for it had you seen the post earlier because only graduate engineers (i.e. whose degree certificate is available) are eligible. So...
