Does EIL maintain a waiting list in case selected candidates don't join?

Guys ,I am in my final year [ME] and will be giving the EIL technical MT paper this year in december [2015] from Mechanical branch. Can some one over here help me out about how should i go about it starting from scratch as at present i just know the exam pattern.For say about exam strategy , areas more to concentrate on ,Is it the right time to start so as to ensure my selection and all angles one wants to help me out with.In past i didn't join Any coaching and would not be able to join it in future as well; so will that lessen my chances of selection?
