If you have internet access and online payment options like SBI internet banking, then there is no need to go to kiosk.You can do it by yourself sitting at home.

I think with 470 UR rank, getting into IIPS is not possible.

Last years cut-off of PIMR MM (UR,OP)was:
Opening Rank: 184
Closing Rank: 606

There are total 120 seats in PIMR MM.As per my analysis, it'd be difficult to get into PIMR MM at this rank if you belong to UR category.

Yes, there will be registration fee.Previously it was Rs.10,500.
Everything will be online.After seat allotment (online), you'll need to report in the allotted college and complete the formalities like form submission,payment of remaining fee after adjustment of initial fee i.e. Rs.10,000 etc.
Counseling process would be completely online.Keep checking this website for updates: https://www.mponline.gov.in/portal

After 1st. counseling, there would be a counseling of remaining or cancelled seats which is known as 2nd. counseling.Further there will be 3rd. counseling if seats still remain vacant after 2nd. counseling.Don't remember exactly but I think there is 4th. counseling too.;) Lastly, there will be college level counseling for those seats which remains vacant till last.In the college level counseling, don't expect any seat of good colleges.
