1)The OBC Non creamy certificate issued is valid is for how many years?
2)According to my knowledge,if your parents income is less than 4.5 lakhs in any of the past three years then you are entitled to be OBC NC.Am I right?
3)Admission office asks for the latest certificate and tashildhar office asks for the last year income only.Say a candidate's parent has above 4.5 last year but less than 4.5 the remaining past 2 years,how will he be able to get the NC certificate?

I have a query regarding the consideration into the Non-Creamy Layer section in OBC..

I am a working profesional. So Does the Non-creamy layer section include my income also apart from my family members' income ? or it doesn't ?
i don't have a clear idea of this thing...

Senior Puys, who already have taken admission somewher , please clarify my doubt..

(1) Out of the six rules, of creamy layer criteria dated 08.09.1993 issued by Ministry of Personnel Govt of India New Delhi each rule from: -
SONS & DAUGHTERS OF SO & SO...will be treated as creamy layer.
Means candidates creamy layer status is always determined by parents (father, mother) status.

(2) Para No. 08 of creamy clarifications dated 14.10.2004 issued by Ministry of Personnel Govt of India New Delhi clearly speaks that: -
8. Creamy layer status of a candidate is determined on the basis of the status of his parents and not on the basis of his own status or income . Therefore, while determining the creamy layer status of a person the status or the income of the candidate himself or of his/her spouse shall not be taken into account.

(3) The Explanation (b) of Rule II A of creamy layer criteria dated 08.09.1993 issued by Ministry of Personnel Govt of India New Delhi clearly speaks that: -
Provided that the rule of exclusion shall not apply in the following cases:-
(b) A lady belonging to OBC category has got married to a Class I officer, and may herself like to apply for job.

As far as your parent's status is concern only following Govt servants are creamy layer--
(1) The criterion (2) & (3) of creamy layer criteria dated 08.09.1993 clearly speaks that only the sons and daughter of following government servants will be treated as creamy-layer.
(i) Parents, either of whom is a Class I officer. (Direct Recruitment)
(ii) Parents, both of whom are Class II officers. (Direct Recruitment)
(iii) Parents of whom only the father is a Class II officer and he gets into Class I at the age of 40 or earlier.
(iv) In military, colonel and above.
Other than the above 4, all the government servants are not creamy-layer.
Hence you are a non-creamy layer candidate and eligible to get OBC reservation for your whole life.
