Not the best explanation, but I would still try.

Birds-------routinely falling from the sky----------was prompting officials in California-------.

What prompted the officials to devise a plan? The incidence of birds routinely falling. Here the subject is singular phrase 'routinely falling', not the plural noun 'Birds'. Therefore, verb has to be singular 'was'.

Eg : Having good friends is a wonderful thing ( Note the usage of singular verb 'Is' instead of plural 'Are' as the subject is singular phrase 'Having good friends' and not the plural noun 'friends'

osh77
frayosh khursetjee @osh77

This is a Verb Modifier issue. In this case the present participle falling is being modified.  The "falling" of birds is compelling the officials to take preventive measures. Try avoiding the dependent clause "above los angeles freeways," it'll make the usage of was clear.
