I have done teh ARC verification and appeared for GD/PI. My State Rank is 3726 and AIR is 976. Any idea why its showing I am not eligible?

though i have given gd n pi successfully n am totally eligible for admission through my status says i am not eligible for filling CAP form 1.need help.............
