14000 is too less to get a good tablet.
I have used the Blackberry playbook. While the hardware is good enough and fast, the software lets it down. The OS does not have any good apps. The Playbook is good for one thing though, browse the internet and that's about it.
The HCL U1 looks good in paper. Have not seen it in action, but knowing HCL I think it's performance would not be that good. HCL is not that good in Android as far as I know.

After doing hell lot of research...
Q1.>> No 3G/4G , only WIFI. The new model will be launched later this year or in 2013
A1>>Solution to this , Android Wifi Hot spot. Take a nice Data plan & use it when there is no Wi FI. [ I have Hotspot in my phone]
Plus , the cost of new model can be anything from 15,000 till 25,000.. [Guessing]
And yes , the apps... OS 2.0 is not a let down since it upgrade in early 2012.
OS 2.1 is also on the cards.
Limited apps is a constraint , but 2.0 have slightly helped in this regards.
My budget can't exceed above 14,000 , so may be I will zero in on playbook only
