they have said to pay Rs 30000.Is this refundable if I dont get selected ?

i have just got my bimtech final result ....... the status written is waiting and ive been asked to submit 30000 before 31st march.
can u plz tell me wat this "waiting" thing means

hi frnds,my cousin is in bimtech.he has told that all the students are in the waiting list.so there is i think there is no fun paying 30 k.they just want to earn frm the refund they will make.aim at better institutes in delhi ncr.think twice before submitting.
