concrete ans for whether its a square its not possible
so he would have been told that its in 2nd block
here 24,34,40-49 are possibilities which create him confusion
but as passers by always tells lie
house is in 1st block .....

ummm, how about if i explain my method and you find out the problem in yours
Qs
1. In which block is it?
2. Is the number even?
3. Is it a square?
At this point he still can't get it, hence more than one option with 4 as a digit
4. Having 4 as a digit
Here he has a single option only
If block 1,even,square->4,16 ->4
If block 1,odd,square->1,9 ->Not possible (no 4)
If block 1,even,not-square->2,6,8,10,12,14,18,20 ->14
If block 1,odd, not square -> not possible
If b2,e,sq->36 -> np
If b2,o,sq->25,49->49
If b2,e,nsq->22,24...,34,...->np(more than one option with 4)
If b2,o,nsq->np
Now out of the three, there should be a contrasting pair (i.e. even in one, odd in other, square in one, not square in other...)
4,16 wala caselet and 25,49 wala caselet make up the pair
going by the options in the Qs, 4 and 25 is the correct/incorrect set...
