You're from Delhi, so you could do it easily by finding out from the FMS itself.

I have two things to know about FMS Admissions 2009
1) Will they accept an application where the required percentage limits have not been met, and with improvements possible in the score?

2) The FAQ says " All mails must be clearly postmarked before 5 p.m. dated 1.12.2008."

Is it to be taken as the postmark at the applicants location?
