A) not possible since it says in the first para that he assumed the leadership of the brotherhood.... so he dint initiate it....

But it was only in the early 1930’s that federal legislation prohibiting a company from maintaining its own unions with company money eventually allowed the Brotherhood to become recognized as the porters’ representative.(lst but one para) so it is clear he had no influence in passin this legislation
E) this just gives what happened eventually....
but since we r talking about the entire passage as a whole, it talks about the various struggles by him to project the brotherhood as a major union........
