To change the Home page in registry.
1. Click Start, and then click Run.
2. In the Open box, type regedit, and then click OK.
3. In Registry Editor, locate the following subkey, if it exists:

4. If the ResetWebSettings value or the HomePage value exists in this key, right-click the values, and then click Delete.
Note You may also want to verify any Web site information contained in the Default_Page_URL value and the Start Page value in the following registry keys: ******

My suggestion -
Use Mozilla Firefox. It is much more stable and secure than Internet Explorer!

Run command is missing from the Start menu. + Right-click the Taskbar and select Properties. + Select Start Menu. + Click on Customize. + Click on Advanced. + Look for a check box for Run command in the option window. Check the box.
Alternatively- Use Windows Explorer to find gpedit.msc (probably c:\winnt\system32\gpedit.msc) then double click on it to launch the Group Policy Editor.
- Go to User configuration -> Administrative Templates -> Start Menu & Toolbar
- Double click on Remove Run from start menu
- Select Disable, then press OK
AND
Click on "Start > Run" then type in "regedit" (without the quotes" and press enter.
Expand HKEY_CURRENT_USER > Software > Microsoft > Windows > Current Version > Policies > Explorer
Look for "NoRun"....if there right click on this and select "Delete"
Restart your computer and your "Run" command should return.
If this does not resolve, there may be a "Group Policy" applied. Again, without knowing more of your particular situation, an accurate solution is difficult to pinpoint!
