Percentile based cut offs are relative to the students who appear with you.
Yes there are some criteria with regard to the actual score you get. I think they have some criteria as to the sectional score and the overall score. It is around 25% of each section and 33% of the overall (others correct me if I am wrong).
Is cutoffs sufficient? Well if you clear all the cutoffs, but dont score enough overall you might not get shortlisted. If a bschool has to select 1200 students for their GD/PI rounds, then the applicants are selected as per profile and score. And this again depends on when the application dates for the college are closed. If it is pre-CAT results then expect the cutoffs to be slightly lower. If it is post-CAT you might have a cutoff which is higher.
