thanks for the source.....but iam pretty sure that choice b (images are after all....) concludes the para
the question asked is what concludes the para and choice a will only elongate it....

Dude! Read the first line again " Nevertheless , Photographs still retain some of the magical allure that the earliest daguerreotypes inspired " ad all throughout the passage the author goes on to say how changes in technology has affected without even alluding to the idea mentioned in the first line. So I think the option concludes the para aptly by saying "Yet, Despite these technological developments , photographs still remain powerful because they are reminders of the people and things we care about."
