gre eligible or not??

Hii every one i have a big problem and i am stating it now i had completed mine diploma after 10th in computer engineering in first class however due to some problem i am now forced to take a drop this year however i will complete mine be degree from mumbai university from next year and i am planning to gre for masters degree in the us ,am i eligible for a gre or will mine certificate if i score good marks in gre test will it be rejected seeking that i have take a drop or this drop considers as the worst as compared to a student failing by getting more than minimum kts alloable in a year is considerd in a gre

I stay in mumbai can u guys please tell me the best gre classes in mumbai and can i give tofel this year will it be valid for life time or should i give it 1 year before
