I see absolutely no reason why you shouldnt be eligible.... just because you have signed a document saying you accept that its non-refundable doesnt mean anything. in fact, it has no legal validity.

EVERYBODY who pays fees in a institute has to sign such things. they are still very much bound to follow the AICTE guidelines ( unless of course, they go to court against it and win the case, which is highly unlikely because they have no reason to keep your money when there's somebody who's taking your seat and paying them the fees )
