As such I personally don't see any reason for IMI people to not refund the amount in case you withdraw admission before classes commence, however since the AICTE notification has come out, you can always call them up, quote the same and ask them directly.
For a quicker response PM Shivanku and post this message on IMI thread as well. That shall give a better idea.
