The GA+Scholarship covers expenses that more or less are equal to the tuition fee..cost of living is separate and is not included here..

Nope it does not. It leaves you with abt 12k to be paid per yr to the college as tuition. And if u use you GA sal of abt 8k for it, You have to shell out abt 4k per yr for college. Living expenses would be additional.

Low base salary: Foreign nationals $60,000
Average base salary: Foreign nationals $86,700
High base salary: Foreign nationals $110,000

Signing Bonus: Foreign Nationals

Low signing bonus: Foreign nationals $4,000
Average signing bonus: Foreign nationals $9,500
High signing bonus: Foreign nationals $15,000

To add to the stats:
Full-time graduates employed at graduation-60.3%

Although the final figure (after 3 months) is the critical figure, this stat is also dicey.

Upside: School will put all the efforts in the coming years and the benefit will be availed by the students joining the school in the next couple of years.
Downside: Overall reputation takes a hit. Drastic drop in one ranking is one thing however drop in rankings consistently across different rankings is definitely a matter of concern.

Is this gonna change decision of other prospective students in any manner?

After the drop in the latest FT rankings, Tippie has dropped several places here as well
Tippie is now at #49 :(
