(A) equivalent to the enrollment of

->equivalent is used for amounts and not numbers.
eg. an equivalent amount of resistance
Since we are comparing number of people, equivalent is wrong


(B) the equivalent of those enrolled in
-> Same 'equivalent' problem

(C) equal to those who are enrolled in
-> 8 million people are not equal to those enrolled. It's the number that's equal, not the people themselves.

(D) as many as the enrollment of
-> 'as many as' is correct, but again the comparison has been made with the number and not the enrollment

(E) as many as are enrolled in
-> This is the correct choice that compares the number with number using the correct connecting clause 'as many as'.

According to..is a prepositional phrase and it may be adjective or adverbial phrase that will depend on context that they are used..here it is used to modify entire clause that follows..according to  ..study..the study stated as a clause..

C - 'whether' or not parallel to "or it is"

D - Ambiguous

E - 'than' in the end is incorrect, IMO.
