C... statutorily meaning permitted and calamitous
I guess option A, B and E can be ruled out based on the word for the first blank itself.
@dhanishtha None and each are both singular and are used with singular verbs
Each of my friends 'is' going to the concert this Sunday
None of my friends 'is' going to the concert this Sunday
Each student in the class is going to contribute Rs. 100 for this fund.

Plural verbs usage is never seen with none and each
@ibad786 option 3
@ibad786 option 3??

@ibad786 philosophy doesn't suit the first blank and flourish does not suit blank C... popularised does not fir the last blank in the most suitable manner...

from the alternatives for the second blank, answer options 1 and 2 are eliminated.

for the 3rd blank, option 4 is eliminated, for the same reason you have mentioned
hence, 3
