The subject is the plural noun 'television costs' right away we can rule out A, E which have singular pronoun it

D is out as it uses was which doesnt go the verb to account for in any form. also 'which' pronoun here will refer to the closest noun '1992'
C correct pronoun they ..television costs is plural.. have been (accounted for) in any previous election (upto 1992) ..correct tense action started earlier and still continues..

television costs -- half of the spending in campaign of 1992 , this proportion is compared with the proportion ( television costs as a percentage of spending ) in any previous election.

i think B is fine.
using 'they' for television costs .. is awkward..
